The Commerce Ministry's investigation arm, DGTR, has initiated a probe into alleged circumvention of anti-dumping duty imposed on imports of measuring tapes from China. The anti-dumping duty on the product was imposed by the Finance Ministry in July this year till July 2025.

Time limit for completing the compliance for sending goods out of India for sale or return is extended upto 31.10.2020. The Notification provided that “where, any time limit for completion or compliance of any action, by any person, has been specified in, or prescribed or notified under sub-section (7) of section 31 of the said Act in respect of goods being sent or taken out of India on approval for sale or return, which falls during the period from the 20th day of March, 2020 to the 30th day of October, 2020. Late fee waived for delay in filing return form GSTR.4 and GSTR 10, up to 31st October, 2020.

The IRICA spokesman further said that the Iranian spices have been exported to 43 countries in the first five months of this year and mentioned Azerbaijan, Britain, Australia, Belgium, Canada, Kuwait, Qatar, Afghanistan, Turkey, Armenia, Germany, Pakistan, United Arab Emirates (UAE), Hong Kong, Italy, Japan, India, the Netherlands, Indonesia, France, and Switzerland as some export destinations of the products.

MAERSK | Temporary Booking Restriction – World (except Americas) to Sydney, Australia

Due to ongoing congestion and industrial action at Sydney port, Maersk has experienced disruption to network schedule, causing significant delays from proforma schedule. To remove uncertainty for customers supply chain and to assist handling of vessels calling Sydney, Maersk is taking the difficult decision to temporarily stop acceptance of all new bookings from Asia, Europe, Middle East, Africa and India Sub-Continent to Sydney effective immediately. It is expected to re-open booking acceptance for Sydney from 1st October, but will continue to review the situation and open earlier if possible.

This is in regards to imposition of mandatory BIS on PVC and other polymers under the chairmanship of Jt. Secy EPC (CAP), Department of Commerce, and officers from DCPC. The DCPC officers after the meeting, they have requested for the list of various HS codes of value-added plastics which may be considered for mandatory BIS standards during imports. As such the council has prepared the list of value-added plastics which are imported presently and the value of which was more than USD 5 million in 2019-20. They would further like to know the BIS code for each of these products.

The Gujarat government announced ₹3,700-crore relief package for the farmers who suffered crop loss due to excess rains and flooding in several parts of the State. Making an announcement in the State Assembly, Chief Minister Vijay Rupani stated that total 37 lakh hectares of area under 123 tehsil (taluka) will qualify for the relief. This covers 20 districts of the total 33 districts of the State.

Kolar tomato growers are thrilled that their crop has found an excellent market, not simply in neighbouring states but also over the border in Bangladesh. Kolar’s APMC market saw about 600 tons arriving daily prior to the pandemic. On average, tomatoes are grown on about 4,000 ha in the district, mostly in Mulbagal and Srinivaspura. However, the uncertainties induced by the pandemic led to less than usual harvest this year.

JNCH Customs | Streamlining of UQCs in Export Declarations- Certain relaxations to license SBs

The changes have been made in the System to allow filing of Shipping Bills where the item UQC does not match with the UQC for that export item in the given license. However, exporters should continue declaring standard UQCs only in the item table of the Shipping Bill. In the license table, the quantity should be given as per the license UQC. DGFT has assured that all future licenses will be issued only in standard UQCs as per the above ICES advisory. For the licenses already issued with non-standard UQCs, they have requested for a relaxation till 30.10.2020.

UK forwarders and shippers who route cargo through the port of Felixstowe will be unable to return empty containers to the port until at least 23 September. The UK’s largest container port continues to grapple with crippling congestion. Maersk told customers today it would temporarily cease acceptance of empty container restitution at the port of Felixstowe, but they will allow inland restitution of empty containers without penalty.

The data should be supported by copies of relevant documents such as tax invoices of inputs used, shipping bills of export product, State Govt. notifications regarding taxes/levies like electricity duty, mandi tax etc.

After a gap of almost three decades, the central government has amended its Open Sky Policy for foreign cargo carriers with a view to ensuring fair and equal opportunity in the air cargo capacity offered by Indian registered operators. The operations of foreign ad hoc and pure non-scheduled freighter charter service flights will now be restricted to six airports. These are Delhi, Mumbai, Kolkata, Chennai, Bengaluru and Hyderabad, according to the orders issued by the Directorate General of Civil Aviation on September 18.

The average national spot rate for intermodal shipments by rail have increased 58% since early June. The normally rational intermodal market, a safe haven for many shippers, has succumbed to the pressure of the surging freight volumes arriving on the West Coast. What is more impressive than the absolute rate, which is the highest in five years, is the rate of increase. It has taken only three months for the U.S. average intermodal spot rate to increase beyond the 2018 peak level, which was the previous multiyear high.

CMA CGM is presently working on a plan of evacuation with the feeder services West Feeder and Douala Feeder and extra capacity from September through October, with the objective of having completed the evacuation as soon possible.

Indian authorities on allowed the movement of onion supplies already contracted for by Bangladeshi importers after Dhaka formally complained about the impact of New Delhi’s ban on exports of the commodity. Scores of trucks carrying onions destined for Bangladesh had been stopped at border crossings in West Bengal after the Directorate General of Foreign Trade (DGFT) banned all exports of the item on Monday following a shortage and sudden increase in prices in the domestic market.

Sodium hydrosulphite is used in diverse industrial sectors including textiles and as a reducing agent. Sodium hydrosulphite, whether produced using zinc or sodium format, is also known as hydrosulphite concentrate or sodium dithionite or sodium hydrosulphite or SHS. It is a white or greyish white powder, free from visible foreign particles with pungent odour.

Whereas, in Terminal D, all vessel operations and gate activities will be ceased and all containers are not allowed to be delivered or picked up.

Customs (Administration of Rules of Origin under Trade Agreements) Rules, 2020 apply to import of goods into India where the importer makes claim of preferential rate of duty in terms of a trade agreement. To claim this, the importer or his agent shall be required to file certain declarations at the time of filing Bill of Entry. Whenever an FTA/PTA Notification is claimed, it will be mandatory to declare the item wise details as per the BE_SW_INFO_TYPE table of the Bill of Entry. The above changes will come into effect from 21.09.2020. Trade and other stakeholders are advised to refer to the new BE message format for filing the Bills of Entry.

For identifying the Warehouses which have been licensed for manufacturing activity under the MOOWR, IEC-Warehouse Mapping menu will be used to validate the Bills of Entry filed with Sec 65 declaration. The changes will come into effect from 21.09.2020. Trade and other stakeholders are advised to refer to the new BE message format for filing the Bills of Entry.

The GOI adds a new Policy condition in Chapter 85 and 94 of ITC (HS), 2017, schedule -1 of Import policy. For the LED products and DC or AC supplied control gears for LED modules will be picked up on random basis from randomly selected consignments and will be sent to BIS recognised labs for testing of limited defined non-destructive safety parameters from the IS standard applicable on the product as identified by MeitY from time to time. Customs clearance would be given only to those consignments that comply with the requirements. If the sample fails to comply, the consignment will either be sent back or destroyed at the cost of importer.

The officials of the Indian external affairs ministry have begun talks with the commerce ministry officials on allowing at least 1,000 trucks containing onions to proceed to Bangladesh to supply the kitchen staple. The talks began in the wake of reports that the trucks, each containing 25 tonnes of onion, are stranded at the trade points along Bangladesh's border with West Bengal. The trucks are stranded at Petrapole, Mahadipur in Malda, Hili, Ghojaldanga, Changrabandha and Fulbari in West Bengal since the ban on export of onions was announced.

Strikes have been ongoing at the Patrick, Hutchison and DP World terminals at Brisbane, Sydney and Melbourne over the past week. Port Botany is the latest place to go on strike.

As per this Circular it has been decided, that export goods which are covered under Courier Shipping Bills and are fully facilitated by RMS (no assessment, no examination) and cleared by customs x-ray scanning, shall be automatically given Let Export Order by the ECCS.

Kolkata Customs is likely to allocate a separate zone within the Syama Prasad Mookerjee port area to handle cargo headed for Nepal. Once operational, this zone will be the first dedicated freight/cargo handling area for Nepal inside any port area in India. It will significantly boost cargo movement and reduce handling time for consignments headed to Nepal through the port in Kolkata. The Nepal Transit and Warehousing Company Ltd, a wholly owned subsidiary of the Nepal government, had sought land to set up a warehouse.

Later they received information that the AD duty was being circumvented as it was being imported in an alternative form and assembled here. The Authority hereby initiates an Anti-Circumvention investigation to consider an extension of the 'Axle for Trailers' which are manufactured and sold in different variants. The Authority also recommends provisional assessment on all imports of the PUI i.e. parts in SKD/CVD form of Axle for Trailers from China PR.

It has been observed that the usage of harmonized UQC (Unit Quantity Codes) at the time of filing of Shipping Bills and Bills of Entry in ICEGATE is being mandated through various public notices by customs formations. However, some members of the trade and Industry are finding it difficult to comply with the standard UQCs in their old Advance and EPCG authorizations. In order to address this issue, no new authorizations mentioning Non-standard units such as BoU, packs, Boxes cartons and bottles etc. would be issued by RAs. After 1.11.2020, exports/imports without standard UQCs will not be permitted.

The trade association for UK freight forwarding and logistics companies has long challenged the legitimacy of shipping line surcharges. It accused the carriers of profiteering when they announced in 2018, almost in unison, that they would be introducing the low sulphur surcharges significantly in advance of the IMO 2020 regulation which took effect on January 1st 2020.
